Closest time I got this game to run was with TitaniumGL wrapper for Windows rendering fallback, it had textures but there still were some transparency and texture issues

This game is not like normal old Windows games. For starters, it was made using Visual Basic 6 (yes, a development platform "famous" for games, especially 3D ones), and secondly, you need to use an OpenGL wrapper for this game if you're using an nvidia GPU at least.
Last time I tried the game out, after spending years trying to find it again off vague childhood memories, I found there wasn't any good OpenGL wrappers out there. There's some old ones that you'll find from googling, but those don't work so well. The best chance you've got is one of those modern OpenGL wrappers on github. I can't remember which ones, and they didn't exactly work perfectly.
