Same as comment above only i'm on DOS Box X with Windows 98 SE and it still needs a cncs32.dll,what OS is this game made for again?!

I can't get it working :( When I open the exe file it doesn't like that. It can't find CNCS.dll. This download is broken because it doesn't come with that. :(
