Turns out that after Dragon Slayer creator Yoshio Kiya left Falcom, he made an FM Towns exclusive, intentionally plotless rogue inspired game. The real time nature makes me hesitant to call it a roguelike, but it has randomized dungeons, and it's based on getting deeper and deeper into a thousand floor dungeon with each run, so it still feels very Roguelike. You don't level up through experience, though if you get enough experience fighting a given enemy type, you'll get critical hits more often. Between enemies infinitely respawning and equipment having durability, it's largely about figuring out how to pick your battles in your quest for loot and progress. Also, it has destructible walls, which I've never seen in a game like this.
I'm about 70 floors in now, and while I don't know if I'm going to go all 999 floors in, I'm having a good time so far.
