The beta goes down at 08:00 Paris time, in a few minutes. We rebuild the database from the live site. It comes back in about an hour.
The year is wrong; the C64 wasn't released until 1982. The full game 'International Basketball' was released by Commodore in 1984. From the screenshots, the game shown may be a leaked, unfinished version (as mentioned in issue 2 of Zzap!64 magazine).
