Joe, I was about to agree with you and talk about how some people on this site don't seem to understand the concept of emulation, expecting the downloaded file to be a Windows executable. Then I thought that I'd better actually try it myself just to make sure, and wow did I run into some problems. I got it working in the end, though.
In VICE-based emulators, make sure that "True Drive Emulation" is on, and crucially, start loading the game from disk 0, but SWITCH THE DISC to disc 1 when the cracktro screen appears. The included NFO file says this, but who ever reads those? I only looked at it out of curiosity just before I was going to delete it. Why doesn't the screen itself mention this? Also, people who aren't familiar with C64 games may not be aware that most games are designed for PAL machines, and use the joystick in port 2, both of which are the case here.

I don’t understand the comment saying there’s no way to run this. It’s running fine for me in every C64 emulator I tried.

I think there has been mistake with this title as it is not on GOG.com or is related to the other series called Creatures or Creatures 2. The link also sends you to the original title of Creatures: The Albian Years. If i'm wrong i stand corrected but i would like to get this version of this game. Thanks
