update: the "Cannot load ModFusionEX.COX" message is caused by the DEP (Data Execution Prevention) that can be enabled by default in recent Windows versions. To run the game you can disable DEP (system wide option) or use DxWnd setting "Compat. Disable DEP" flag.

When running it, the game throws a dialog telling this message: "Cannot load ModFusionEX.COX. This object might need an external program or library not yet installed." It might be some component of the now unsupported MacroMedia, but it could be worth to identify it to try a fix.
