KOEI's first foray into the wargame arena is a worthy attempt, but ultimately unrewarding.
The game engine which has proven effective for KOEI's strategy games is woefully inadequate to handle the nuances of World War II combat, where combined arms plays a key role. The undistinctive units, puzzling AI, and confusing interface only add insult to the injury.
The only reason it's here is for the sake of completing the collection of old KOEI games, and for me to warn you about how bad it is.

This was my first computer game(1997). I'll always have fond memories. This and CIV
III.
Flawed even when it first came out? Definitely.
Tanks and anti tank guns with a gun range of 1 for starters.
But if you take the time to reorganize regiments it's possible to win every single scenario ( even the hopeless ones like Allied France 1940 or Germany 1945).
I still play the SNES version to this day
This game is flawed but not without it's merits.
There are some often overlooked fun facts.
1. When using the axis forced if you place General Sep Dietrich in the CI position he gives you odds on your request for supplies and arms.
Best to worst: Response will be based on our luck, not certain the request will be met, and Holder is sure to reject us.
2. In the north African campaign, after a month new Italian and German units become available
These include the Italian P26/40 and the Semovente.
3. In the battle of the Bulge, late in the scenerio the Pershing heaven tank is available to the USA
4. Yes the CPU does cheat; the computer will always have full strength units while the player normally starts with unit strength reduced by 20-30 percent
Operation Europe is a good game with some faults. If you're looking for a fully realistic WW2 combat experience you won't get that here, but it does provide a good tactical simulation in some areas. For example, the various attributes for the tanks and other armaments in the game (Somua S35, Panzer IV, etc.) accurately reflect their real world performance.
When stepping into the shoes of an army commander, in fact this is the most realistic representation of the everyday chores of running an army. This game allows you to feel what aspects you need to make decisions on and allows you to contemplate on their consequences. A unique and true approach in the strategic simulation genre. With modern graphics, added animations, more campaigns, more sophisticated AI, this gaming concept could be the choice of the seasoned wargamer even today (2018) to get a true feel of strategic military command.
I played the Sega version and really enjoyed after the steep learning curve.
Thought this was a pretty decent strategy game for its time. Enough going on to give you plenty of options and make it enjoyable but not unnessarily complicated.
I had the SNES version of this game, snatched it up after playing PTO (Pacific Theater of Operation.) Sadly it was not as good as that game, though I would not say it was as bad as the description says. It plays like they left half the game out, it's difficult and confusing, and ultimately probably not worth the effort of figuring it out.
I played this game on SNES and i think it is really good, although the AI cheats a lot,it demands a great strategy to defeat the machine.I would recommend it only for those who really like the genre.
