The game is not designed for newer windows versions
but it can run smoothly (including commentary) on this setup:
windows 10 host PC
windows XP VM on vmware player
on VM: 512 MB RAM, 1 CPU, 3D acceleration enabled
on host PC: set hight performance power plan (Start - Edit power plan - Power Options - Change advanced power settings - High performance)
for commentary: download the pet soccer demo, install it, on the demo game folder go to data/sounds/commentary and copy that folder and its content to the same path on your full game dir
