The trick is that the folder must be named ADMIRAL.
Wing32dll file must be in Windows/System32
Managed to make it work

It doesn't launch on Windows 7. I tried moving wing32.dll into System32, running it in compatibility mode with Win95 and launching with DOSbox. Nothing helped. What should I do?

I successfully ran a Win98 virtual machine. First find and install the shareware version to install "Wing", then run these files.
