This look to be the Windows version, rather than the DOS. The PCX.EXE file runs an intro, but DLOTW.EXE requires windows to run. *Sparkles*

You got something wrong, no developer levels were included with the add-on. There were additional developer levels included with The Definitive Collection, but that was a separate add-on (which you may want to consider uploading).
