This game needs a physical disk to read and write to. Even on Windows 98 it won't work properly with the minimum DirectX drivers if you run/mount it. I doubt it's an issue with drivers as people have also gotten the physical copies to run on newer OSs.

how to take control of the cars? camera keeps going everywhere and under the map, no keys work
