The only way I could get this to work on a Windows 10 was by using a Virtual Machine. I used Oracle VM, which I got the instructions on how to set everything up for free here: https://www.speedrun.com/detective_barbie_2/guides/ej91a (This is a Barbie themed VM because I originally downloaded it to try to run Detective Barbie 2 from the 90s, but was never successful.)
Once you download all 3 disk files, unzip them all individually using 7-zip. Open Oracle VM and Start your machine. At the top choose Devices, Optical Drives, Choose a Disk File, and navigate to Road-Adventures-USA_Win_EN_ISO-Version-Disk-1, and double click Road Adventures USA (USA) (Disc 1) (Rerelease).iso. To install the game, open My Computer and double click Roadusa1 to start the launcher. After installing, it will prompt you to install Quicktime 3.0 and DirectX which are compatible with at least this Windows 95 VM. Once installed, the game should play when you double click Roadusa1. If the game prompts you to insert Disc 2 or 3, click the right-most ctrl key to free your mouse from the VM window, choose Devices, Optical Drives, Choose a Disk File, and navigate to the disc locations. Hit ctrl + F for fullscreen.

Does anyone have any tips to get this game running optimally? I have 2 methods that each half work. Running it in a Windows 95 PCeM virtual machine works pretty well up until there is any 3D, then it wont even load the gameplay. I got it running natively on windows 10, and the 3D parts all run well, but the audio is very choppy. Any advice to fix either of these methods, or an alternative method would be great!
