Only Alternative ISO managed to work for me on Win10, NOCD is applicable.

When you look at the history of the developer, they've used the same engine for a loooooot of racing games. Only small details like locations and cars are different. USA Racer looks like Autobahn Racer which looks like London Racer which also looks like A2 Racer (from the same company). Still pretty decent if you couldn't afford Need For Speed games back in the day

Race doesn´t start for me (Windows 10). I got it working by using Windows XP in VMWare.
