I can run the old Win95/98 version of this game on a Win7 computer. I had to find a dll file called d3drm.dll and copy it into the HeadGames/Horseracing folder. I also have to keep the CD in the CD drive.

This game doesn't work with anything higher than Windows 95/98. It has to be run using an actual Windows 95/98 emulator or a computer with Windows 95/98 installed. This guide walks you through the setup for an emulator if you are interested:
Read the guide carefully and do all the steps exactly in order, if one of the steps does not work - you have messed up somewhere and need to start from the beginning again. I did it and now I can play it as well as some other games that are old and won't function under the "compatibility" options on Windows 10. Works perfect!

The game starts working perfectly, however, only a few minutes later it freezes and exists itself to the desktop automatically. How to fix this? I play it on Win10 by the way.
