The missions in this expansion were cut from the main game for unknown reasons - perhaps they needed more work that couldn't be completed in time, or they were replaced with alternate missions. We don't seem to have missed out on any story.
If you have the GOG version of Starfleet Academy (the base game), there's a procedure to get this expansion working with it. It seems to work, but I encountered a script error which broke the first mission and I'm not sure if it's due to my installation, a problem with the ISO version from here or a peculiarity of the GOG version of SFA.

it was an add-on
is this the proper game or just a dlc?
