I couldn't find a way to run it on Windows 11. It's waaay too bonded to Java, JS and WebTangent - Java in special, IN INTERNET EXPLORER - something dangerous and flawed. IE popped up an error straight up when I opened the game!
TL;DR: Use Windows XP for this game.
