Search for the Vista Win 7 fix and replace the .exe with that rather than the nocd patch. The game requires the Play CD mounted for verification as well as the in game unlockable video files. Some iso mounters even have an option to mount the iso on boot to whatever drive letter, so that way you don't even need to think about it when you launch the game.
The Vista/7 fix improves compatability on newer systems.

NRL Rugby League, the first game, before this one (Rugby League 2) works okay and doesn't ask for the CD, no matter what you do. The game is here on abandonware.
I followed Argie´s tip step by step and I keep having the same trouble

OK yeah, I was able to make it work. I used WinCDEmu to mount the CDs. 1. I mounted Disc1 to the drive letter "V" and installed the game. I didn't create a desktop shortcut. 2. I ejected Disc1 and mounted Disc2 to the same drive letter "V". 3. I replaced nocd.exe in program files rugby league folder. 4. Keeping Disc2 mounted, I launched the game by clicking the nocd.exe Hope this helps

Anyone close to fixing this? Tried mounting both CDs to the drive, as well as using the nocd.exe, but it always asks for the disc

I tried to mount CD2 on the same drive letter but when I start the game keeps asking me for the CD. I tried with and without using the nocd.exe but the problem remains.

I had the same problem with the nocd.exe.
What ended up fixing it was making sure that my CD2 was mounted in the same drive letter as the one used to install the game (ie that CD1 was mounted to).
You can check this in the registry: HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Sidhe\RugbyLeague2
